PUBLIC HEARING MINUTES

January 7, 2008
7:45 p.m.

SOUTH WINDSOR COUNCIL CHAMBERS


PURPOSE:        To receive citizen input on the potential appropriation of $2,675,000 for the Planning, Acquisition and Construction of Upgrades to Dry Pit Pump Stations in the Town of South Windsor and authorizing the issuance of $2,675,000 Clean Water Fund Obligations of the Town under the State of Connecticut Clean Water Fund Program secured solely by revenues of the sewerage system and authorizing the Town to enter into Grant and Loan Agreements

Mayor Streeter called the Public Hearing to order at 7:45 p.m.; recessed the public hearing to complete the previous public hearing.  This public hearing reconvened at 8:04 p.m. and Mayor Streeter requested that the Clerk of the Council read the call of the meeting (a copy of which is attached hereto).  There were approximately thirty (30) people present in the audience.

Mr. Jim Kupchunos, addressStreet1 Christine Lane came before the Town Council and stated that he had worked at the Treatment Plant while in college and does not see a problem with doing some upgrades.  Mr. Kupchunos felt that these upgrades should have been done in stages in order to save the tax payers money because if funding is not available, this will have an effect on the residents.

Mr. Matthew Galligan, Town Manager explained that this is why the Town is doing this now because the Town doesn’t want the plant and pump stations to fall apart.  There are other plants in front of the Town for the funding, but they do not have the design of the upgrades complete.  placeSouth Windsor is hopeful to bypass others on the list for funding that are not ready to go forward with their upgrades.  The more the Town delays this project, the more it will cost the Town.

As is the custom, the Mayor Streeter asked for a show of hands for a straw vote on the proposal.  The results were as follows:

All those in favor of the Town Council going forward with a resolution on the potential appropriation of $2,675,000 for the Planning, Acquisition and Construction of Upgrades to Dry Pit Pump Stations in the Town of South Windsor and authorizing the issuance of $2,675,000 Clean Water Fund Obligations of the Town under the State of Connecticut Clean Water Fund Program secured solely by revenues of the sewerage system and authorizing the Town to enter into Grant and Loan Agreements     -  9

All those opposed to the Town Council going forward with a resolution on the potential appropriation of $2,674,000 for the Planning, Acquisition and Construction of Upgrades to Dry Pit Pump Stations in the Town of South Windsor and authorizing the issuance of $2,675,000 Clean Water Fund Obligations of the Town under the State of Connecticut Clean Water Fund Program secured solely by revenues of the sewerage system and authorizing the Town to enter into Grant and Loan Agreements      -  0

The Public Hearing was closed at 8:09 p.m.
